I'm not sure. Some people have pointed out that it makes very little sense for America to place an experimental offensive bio-weapons program in a foreign country, one where the probability of an invasion is pretty high, rather than in their own land. After all, they already fuck the people hard in so many ways, why not put it in the desert of Arizona or a remote part of Montana, where you have direct jurisdiction? Why thousands of miles away instead, in a country where your enemies are likely to invade?
